[noPoll] Windows build. SO_BINDTODEVICE

Hello,

I am trying to build nopoll in Windows. I have tried Visual Studio 2015,
and now MingGW/GCC and cannot compile the nopoll_conn.c module because
SO_BINDTODEVICE is not defined in both platforms.

MSVC also has a problem with the reserved word "interface" that I changed
to iface.

I am very interested getting nopoll running, because my company has a
WebSocket toolkit for Java.
