[Vortex] version vortex-installer-1.0.12-w32.exe is broken

I cannot get version 1.0.12 to work. Specifically, I add the path to the
vortex BIN files via vortex_support_add_search_path and  when I call
vortex_support_find_data_file("channel.dtd") it fails. Finally,
vortex_init() generates an exception when it is called. 

 

I've uninstalled 1.0.12 and reinstalled 1.0.11 and everythnig works so
the problem lies in the latest version.
