[Vortex] [PATCH] Add some sanity assertions

Hello,

Attached patch adds some sanity assertions.
Basically, if any ref_count goes under 0, it's a bug.

With this patch activated, I sometimes get frame->ref_count < 0 in
vortex_frame_factory.c from vortex 1.0
I don't know why yet.
