[noPoll] Using nopoll_conn_tls_new() with Internet address in numbers-and-dots notation?

Could you please help me with the following issue?
Can nopoll_conn_tls_new() and nopoll_conn_new() functions be used with Internet address in numbers-and-dots notation?
Like this:
nopoll_conn_tls_new( npCtx, connOpts, "", "123", NULL, "/ws/", NULL, NULL );
