[Valvula] Rate limiting with postfix & valvula

Hi
We are looking to use a policy daemon to impose rate limits on our outbound servers. The documentation say that the  quota module is for authenticated users, is this the case or will it apply the limits to any mail it sees?
Also where is this information held? I have configured the database connection but nothing has been written to the db other than the day and month.
