[Vortex] Building for win32.

Hi,

I finally managed to build the vortex DLL from the latest svn source. 

The files vortex_ctx.h and vortex_ctx.c are missing from the MSVC project so you'll get link errors until you add them.

Just thought this might be useful to someone.
